[Mono-aspnet-list] mod-mono-server problem serving static files

Hi!

Right now mod-mono-server would serve static files by passing file's path
to httpd.
This is ok as long as the mod-mono-server is on the same host as httpd.
Otherwise
it simply won't work.

I;ve created a bug report for this:
https://bugzilla.xamarin.com/show_bug.cgi?id=25072
and a pull request with a solution to disable this behaviour:
https://github.com/mono/xsp/pull/69

Could someone please review/integrate it?
