[Mono-aspnet-list] compile Masterpage's masterpage

I have.
I put all of this information in bugzilla and it was moved to a class
library (Sys.Web) issue.
Why? I have ZERO idea since the issue is that the file is not compiling all
of the required files for execution, long before it actually runs and uses
System.Web.
