You could try to generate registry folder in /etc/mono/registry and 
tweak/tune user rights.

Something like ([] is optional depending on distro and I'm assuming that 
path is from screenshot):

[sudo] mkdir /usr/etc/mono/registry
[sudo] chmod g+rwx /usr/etc/mono/registry
