[Mono-aspnet-list] dotnet 3.5 - how to get it?

Hello this seems like a basic error, but I am still at a loss on how to solve
it. When including the -pkg:dotnet35 parameter to gmcs I get the following
error:
Package dotnet35 was not found in the pkg-config search path.
Perhaps you should add the directory containing `dotnet35.pc'
to the PKG_CONFIG_PATH environment variable
No package 'dotnet35' found
error CS8027: Error running pkg-config. Check the above output.
So it looks like the 3.5 packages are not working which are probably the
source of many other errors I'm having. So my questions are:
- how do I fix this?
- do I need to install some new files?
- if the files are there, but only some path is not setup, where would I
point this path to?
It seems to compile on my local machine where this dotnet35 command seems to
work.
