[Gtk-sharp-list] Windows theme not applied

i can also see this, on windows xp using ms .net and gtk# installer 2.12.8-1
(i did not test other configurations)

gtk# application start without applying the gtkrc theme, if the user changes
the the windows theme from the windows settings center, the gtk# application
change the theme correctly.
