I think you need to either have the same Gtk# version on both
Linux/Windows, or you need to rebuild it on Windows.
There seem to be major issues with 2.10 on Windows right now though, at
least for any app that is using tree views, so your only real options
right now are to recompile in Windows or downgrade your gtk# in Linux to
match what you have in Windows.
