That is not an applet. Those are bindings to the notification tray.

True panel applets are somewhat workable in gtk#, but the library has
been committed to the 2.0 branch (that targets gtk+ 2.4, has some
gnomevfs bindings, and some other nifty stuff) and will become the base
for new non-1.0.x gtk# releases.
