Afaik, Tomboy requires libgnome-cil, libgtk-cil, libgconf-cil,
libglade-cil and libglib-cil. All the dependencies can be perfectly
satisfied with what Debian has in Unstable, in fact, I have made my own
packages. Unfortunately, I'm not too terribly experienced with Debian
packaging, so the dependencies may not be 100% correct, but you're
welcome to add my repository to your /etc/apt/sources.list and give me
any tips that you can.

Just add this to your apt sources:

deb http://brad.getcoded.net/debian/ binary/
