iconv.dll is the gnu's string coding conversion library. It's a traditional
win32 DLL (not a .NET assembly) used by all of mono/gtk+/gtk#, etc. If you
find that you have an old version or you have multiple incompatible versions
in your box, get the lastest binary (woe32) from
http://ftp.gnu.org/pub/gnu/libiconv/ and place iconv.dll in
%SystemRoot%\system32.
