[Gtk-sharp-list] Struct ctors

Mike,
  I finished restoring my patch a day or so ago but have been working on
covering the ground I hadn't touched upon. I'm mostly done but wanted to
check with you on something: There are so many (seemingly) arbitrary
limitations on struct constructors I've just been forcing them all as
static. Would you have any objections to that? It's a rare enough
occurence that I don't think there'll be many complaints.
