[forms-devel] Add CheckCell

CheckCell is not needed. We are looking to deprecate Cell’s in the short term future.

I'm suggesting to add CheckCell on Xamarin.Froms.
According to Google Material Design Guidelines, It informed checkbox is first type in lists-controls part.

i think CheckCell is common UI Component for control in list and tableview.

Added CheckCell class may have the properties like
- Text
- IsChecked

If CheckCell add in the Xamarin.Forms, It will be useful for many developers.
Please, Consider adding CheckCell in the Xamarin.Forms.
